Rebates are utility-specific: Entergy Arkansas, the state's largest utility, does not currently rebate central AC or heat pumps (its residential programs cover weatherization and heat-pump water heaters), while SWEPCO in western Arkansas offers an Energy Efficient Heat Pump rebate of up to about $3,000 on systems meeting at least 15.2 SEER2 / 7.25 HSPF2; the federally funded state Home Energy Rebates program is still in development and not yet accepting applications.
