Washington was long the least-air-conditioned region in the country — only about 44% of Seattle households had AC in 2019 — until the June 2021 heat dome hit 108°F and pushed adoption past 50%; new cooling now skews hard toward heat pumps because the 2021 Washington State Energy Code (effective March 2024) rewards electric heat pumps over gas, while the colder, drier east side (Spokane) carries a real heating load that changes equipment sizing.
Utility heat-pump rebates are active in 2026: Puget Sound Energy pays roughly $1,500–$5,000 depending on the conversion and income (and requires a Trade Ally installer from April 2, 2026), with Seattle City Light, Snohomish PUD, and Tacoma Power running their own programs; the state HEAR program is operating for income-qualified households, but the federal IRA Home Energy Rebates are not yet live.
Washington has no single statewide HVAC license: the business registers as a specialty contractor with the Department of Labor & Industries (bond + insurance) while the individuals doing the work hold the 06A (HVAC/Refrigeration) electrical specialty certificate, and any technician handling refrigerant also needs federal EPA Section 608 certification — verify both the L&I registration and the 06A card.
