A ductless mini-split is regulated HVAC work in Texas, so the installer needs a TDLR Air Conditioning & Refrigeration license (Class A for any size, Class B for systems ≤25 tons) plus EPA Section 608 certification to evacuate, charge, and braze the refrigerant line set — verify it at tdlr.texas.gov. A pre-charged “DIY” kit doesn't change that: opening or connecting the line set is 608-regulated, and a mechanical permit plus a licensed electrician for the condenser's dedicated circuit are still required.
